The California Division of Workers' Compensation (DWC) operates 24 district offices throughout the state. These offices, also known as Workers' Compensation Appeals Board (WCAB) locations, provide judicial services to help resolve disputes arising from workers' compensation claims. 2025 Virtual Hearing Update
Effective March 3, 2025: All status conferences, mandatory settlement conferences (MSCs), priority conferences, and lien conferences have moved to the CourtCall Video Platform. In-person appearances are still required for trials and certain other proceedings. Check with your assigned district office for specific requirements.

Workers' Compensation Administrative Law Judges (WCJs) preside over hearings and make decisions on disputed claims. Services include:

- Mandatory settlement conferences (MSCs)

- Expedited hearings for urgent medical treatment
- Lien conferences and lien trials
Information & Assistance (I&A)
I&A officers provide free help to injured workers, employers, and others. Services include:
- Explaining your rights and benefits
- Help understanding the workers' comp process
- Assistance completing required forms
- Free seminars for injured workers
- Private appointments to discuss your case
Document Filing
District offices accept filings during walk-through hours. Common documents include:
- Application for Adjudication of Claim
- Declaration of Readiness to Proceed
- Compromise and Release agreements
- Stipulations with Request for Award
- Petitions and responses
Walk-Through Settlements
When all parties agree, settlements can be processed during walk-through hours:
- Compromise and Release (C&R) approval
- Stipulated findings and awards
- Document review and filing
- Same-day processing when possible
Virtual Hearings (Effective March 2025)
To improve efficiency and accessibility, the DWC has transitioned many hearing types to virtual format using the CourtCall Video Platform.

How to Prepare for Virtual Hearings
- Register with CourtCall: Create an account at the CourtCall website before your scheduled hearing.
- Test your equipment: Ensure your camera, microphone, and internet connection work properly.
- Prepare documents: Have all relevant documents accessible electronically during the hearing.
- Log in early: Connect to the virtual courtroom at least 15 minutes before your scheduled time.
- Professional setting: Choose a quiet, well-lit location for your virtual appearance.
